Why? The short answer is Russia’s Security Council veto. For those of us who were involved in the Iraq and Kosovo crises, the current arguments about Syria carry haunting resonance. In all those cases there have been widespread demands that any action taken should be “legal”. The canonical interpretation of that much argued word is “in accordance with the UN Charter”. But the Charter is inconveniently clear on the justifications for using force. There are just two: either you are attacked or you get Security Council authorisation. And on none of these issues was Russia going to allow Security Council assent to the use of armed force.
