A family making $25000 would be entitled to medical cards and would get "free" care, and food stamps and housing assistance. (At least by the rules in the State I live in.) The only way they would be experiencing your example is if you change the income to at least $45000, then you might be right. (Oh and in my State, you can make $45000-50000 and still get medical cards for your kids. Not saying it's right, just stating a fact.)
